Цель. Определить значимость болезней системы кровообращения в структуре угроз утрат жизненного и трудового ресурсов общества в Российской Федерации.
Материалы и методы: статистический, аналитический. Использовались сведения Росстата, статистические материалы ФГБУ «ЦНИИОИЗ» 2019–2023 гг. Минздрава России, формы федерального и отраслевого статистического наблюдения, Приказа Министерства труда и социальной защиты Российской Федерации от 27 августа 2019 г. № 585н «О классификациях и критериях, используемых при осуществлении медико-социальной экспертизы граждан федеральными государственными учреждениями медико-социальной экспертизы». Использована разработанная методика расчета угроз утрат трудового ресурса в Российской Федерации.
Результаты. В числе умерших от БСК в трудоспособном возрасте наибольшую долю составили смертные случаи по поводу ишемической болезни сердца – 43,2%, цереброваскулярных болезней – 18,7%, в том числе острого нарушения мозгового кровообращения – 15,0%. Эти заболевания являются основными в структуре потерь жизненного ресурса населения РФ. Анализ общей заболеваемости БСК взрослого трудоспособного населения РФ в динамике (2019–2023 гг.) показал рост показателя в 2023 г. на 4,1%. Представляет особую тревогу рост гипертензивной болезни сердца на 19,0% и острого инфаркта миокарда на 8,2%, что требует усиления мер профилактики, диспансеризации и реабилитации населения трудоспособного возраста. С целью определения значимости болезней системы кровообращения в угрозе потерь трудового ресурса в исследовании по разработанной методике были рассчитаны показатели заболеваемости (общей) взрослого трудоспособного населения РФ, определяющие первую группу инвалидности и ведущей к полной утрате трудоспособности. Установлено, что два первых места занимают гипертоническая (гипертензивная) болезнь сердца и ишемическая болезнь сердца. Эти заболевания в большей мере определяют риски утраты трудового ресурса общества.
Заключение. Результаты исследования определили необходимость мониторирования заболеваемости взрослого трудоспособного населения в РФ и разработки управленческих решений, направленных на снижение утрат жизненного и трудового ресурсов общества.
Highlights
In the structure of threats of loss of labor resources due to loss of work functions, hypertension and ischemic heart disease were identified as the most significant in the class of circulatory system diseases.
Aim. To determine the significance of circulatory system diseases (CSD) in the structure of threats to the loss of vital and labor resources of society in the Russian Federation.
Methods. Statistical and analytical. The study utilized data from Rosstat, statistical materials from the Federal State Budgetary Institution “TsNIIOIZ” for 2019–2023, the Russian Ministry of Health, federal and industry statistical monitoring forms, and Order No. 585n of the Russian Ministry of Labor and Social Protection dated August 27, 2019, “On the classifications and criteria used in the implementation of medical and social examination of citizens by federal state institutions of medical and social examination”. A developed methodology for calculating the threat of labor force loss in the Russian Federation was used.
Results. Among those who died from coronary heart disease in the working age group, the largest share was made up of deaths due to ischemic heart disease – 43.2%, cerebrovascular diseases – 18.7%, including acute cerebrovascular accident – 15.0%. These diseases are the main ones in the structure of losses of vital resources of the population of the Russian Federation. The analysis of the overall incidence of coronary heart disease in the adult working-age population of the Russian Federation in dynamics (2019–2023) showed an increase in the indicator in 2023 by 4.1%. Of particular concern is the increase in hypertensive heart disease by 19.0% and acute myocardial infarction by 8.2%, which requires strengthening measures for prevention, medical examination and rehabilitation of the working-age population. In order to determine the significance of circulatory system diseases in the threat of labor resource losses, the study, using the developed methodology, calculated the morbidity rates (general) of the adult working-age population of the Russian Federation, determining the first group of disability and leading to complete loss of working capacity. It has been established that the top two diseases are hypertensive heart disease and ischemic heart disease. These conditions largely determine the risk of loss of society's workforce.
Conclusion. The study's results identified the need to monitor morbidity among the adult working-age population in the Russian Federation and develop management solutions aimed at reducing the loss of society's vital and labor resources.
